Sikika is a non-governmental organization that advocates for quality health services for all Tanzanians. The organization works to ensure equitable and affordable quality health care services through social accountability monitoring of health systems at all government levels. Sikika seeks to recruit the following candidates for its Dar es Salaam Office with immediate effect:
i. Job Title: Program Officer (1 post)
Reporting to: Head of Department, Human Resources for Health
Job Purpose: Advocate for ‘’increased financial allocation, equitable distribution of health workers and their adherence to professional ethics’’
Responsibilities
· Conduct gender – sensitive analytical studies on Human Resource for Health: Training, Recruitment, Distribution and Retention at both District and Central Government Level
· Plan, coordinate and participate in consultative meetings with Local Government Authorities, Councilors, Member of Parliaments, Health Profession Bodies, MoHSW, PMO-RALG, PO-PSM
· Organize and facilitate capacity building sessions with citizens, Council Health Management Teams, Health Facility Governing Committee members and Local Government officials
· Organize, coordinate and participate in Sikika’s advocacy activities through media: interactive radio and TV programs, production of press statements, newsletter articles, Press conferences
· Conduct Monitoring Surveys at both district and health facility level to assess the level of equity in the distribution of Human Resources Health and their adherence to professional ethics
· Conduct Social Accountability Monitoring on both Districts councils and Central level for their effectiveness in the planning, budgeting and implementation of Human Resource for Health Strengthening Activities
· Organize and participate in the implementation of Sikika’s Monitoring and Evaluation Activities (both internal and external)
· Monitoring of department activities according to M&E framework based on Outcome mapping approach
· Prepare various reports as required by your supervisors and as per organisation plan
Qualifications: Masters degree in Social Sciences, Public Health an added advantage
ii. Job Title: Program Officer (1 post)
Reporting to: Head of Programs
Responsibilities:
· Advocate for the inclusion of the right to health in the constitution
· Advocate for the implementation of right to health at facility level.
· Analyse policies and laws that promotes or hinder rights to health for further advocacy
· To collect evidence for right to health violations and support Social Accountability Monitoring teams with basic Human rights reporting
· Assist other department in interpretation of Local and International Laws and regulations operating within Tanzania jurisdiction including reviewing of Bills to the Parliament, enacted laws and Contracts for various services
· Prepare and facilitate litigation against violation of health rights
- Engage with other networks and work with other Human Rights based Organisations in promoting implementation of Human Rights to health by Governments in African and Global platforms
· Prepare various reports as required by head of programs and as per organisation plan
· Organize and participate in the implementation of Sikika’s Monitoring and Evaluation Activities (both internal and external)
Qualifications: Masters degree in any field of Social sciences with background in LLB
iii. Job title: Program Officer
Reporting to: Head of Media & Communication
Responsibilities:
- Lead in production of electronic activities within Sikika
- Create and develop story lines for Sikika’s electronic programs
- Provide technical advise on production of documentaries/programs
- Work with production companies during documentary production, filming and editing of radio, TV spots & documentaries.
· Monitor Sikika aired programs to ensure contractual compliance
- Write and produce high quality communication materials, including website content, and effectively communicate these across key audiences
- Develop and maintain good relations between Sikika and the media
- Organize press conferences and other media related activities
- Write quality activity reports as required by the organization
- Support other Sikika departments as needed
Qualifications: A Bachelor's degree in a related field, Masters a plus. Social media, web-based communication, and graphic design skills are considerable additions.
iv. Job Title: Monitoring & Evaluation Officer (1 post)
Reporting to: Head of Programs
Job Purpose: To monitor, advice and evaluate progress towards achievement of organization objectives
Responsibilities
· Review and customize Sikika’s Outcome Mapping framework including the revision of Outcome challenges, progress markers and relevant journals
· Design the evaluation schedule and documents for annual reviews, mid term and final evaluation
· Organize the Sikika’s annual stakeholders’ meeting
· Design tools and schedule for staff retreats, participatory outcome assessments and lessons-learned workshops
· Make available core information needed for program management team, the Board and development partners and align reports to agreed requirement
· With boundary and strategic partners (stakeholders), set out the framework and procedures for the evaluation of program’s outcomes
· In collaboration with HR Manager, develop a plan for program-related capacity-building on M&E and for any support that may be required by the program staff
· Based on the Annual work plan and in particular the programme budgets, design the framework for outcome monitoring of program activities.
· Guide staff in preparing their progress reports. Analyse these reports from all departments, and prepare consolidated progress reports for program management to submit to the relevant bodies, in accordance with approved reporting formats and timing.
· Organize and implement field monitoring visits to identify lessons and implications for the program
· Produce case studies (print and electronic) on various interventions by Sikika
· Coordinate and guide the regular sharing of outputs of M&E findings with staff, partners and primary stakeholders
Qualifications; Masters in Monitoring & Evaluation, Economics
General requirements for posts i-iv 4

v. Job Title: Driver
Reporting to: HR & Administration Manager
Job Purpose: Providing driving service at Sikika
· Provides reliable and safe driving services to Sikika in all field visits
· Keeping the vehicle clean all the time
· Making sure that maintenances including service of the vehicles are done on time
· Making sure the vehicle insurance covers and road safety and all required documents are available
· Inspect truck for defects and safe operating condition before, during and after trips and submit a written report on the condition of the truck at the end of each trip or tour of duty
Qualifications: Possession of Form IV Secondary Education, Valid driving license class C
